Conor Mcloughlin-Ware
Senior Area Road Engineer
Tauranga City Council
I have an extensive background in local government and consulting, specialising in contract management, site supervision, and procurement. My career began in Canterbury following the Christchurch Earthquake, where I worked across a range of recovery roles before joining Christchurch City Council in 2013. As a Corridor Manager, I oversaw SCIRT recovery projects, including three waters renewals, transport infrastructure upgrades, and the expansion of the city’s cycleway network.
In 2018, I transitioned into a Maintenance Supervisor role, managing two of Christchurch City Council’s maintenance contracts with HEB and Higgins. My responsibilities included overseeing reactive maintenance, footpaths, drainage, rehabilitation works, and reseals, with a focus on performance, delivery, and asset condition outcomes.
In 2020, I relocated to Tauranga and joined WSP, providing contract and asset management services to Rotorua Lakes Council. My role also encompassed procurement and asset management advisory services for a range of local government and private sector clients.
Since 2022, I have been with Tauranga City Council as part of the Maintenance team, where I have refocused on pavement rehabilitation. My work includes delivery oversight of traditional and modified granular rehabilitation, Roller Compacted Concrete (RCC), and a range of capital and routine maintenance activities across the network.
