Robyn Elston

Robyn Elston is the National Manager Local Government at NZ Transport Agency Waka Kotahi, a role she began in March 2026 within Te Tūāpae | System Leadership. She leads NZTA’s work with local government across transport system improvements, integrated network planning, rail, freight, public transport, and local government asset maintenance and operations planning and investment advisory functions. A key focus for Robyn is strengthening how NZTA works with local government across all modes, creating clearer direction, stronger alignment, and a more consistent experience for councils and sector partners across Aotearoa New Zealand. Robyn brings significant transport and NZTA experience from her previous leadership roles, along with deep industry knowledge, strong sector relationships, and a practical, outcomes-focused leadership style.
