Cathy Bebelman

As Technical Director for Climate, Infrastructure & Sustainability at Stantec, Cathy brings more than 25 years’ experience across climate initiatives, infrastructure resilience planning, environmental management, sustainability strategy, and emissions reduction. Her background spans research, consulting, and senior leadership roles across the public and private sectors, including Auckland Transport and Infrastructure Auckland. Known for her collaborative approach and practical mindset, Cathy enjoys bringing people together to find solutions that work for both communities and the environment. She is a strong advocate for nature-based solutions, whole-of-life thinking, and designing infrastructure that is easier to maintain and adapt over time. Most recently, Cathy was Chief Scientist at Auckland Transport, where her achievements included Auckland Transport’s Climate Adaptation Framework and Action Plan 2025, and award-winning work on climate-related asset management and resilience cost analysis.
