Stu is a local government funding and financing expert and leads Morrison Low’s finance and economics service line in New Zealand. He is a Chartered Accountant and Better Business Case practitioner and has advised on local government financial matters for over 15 years.
In addition to his work with local government, his comprehensive understanding of the local government financial context has also been applied in reviews for Central Government considering the funding of growth, the local government financial management framework, tourism infrastructure funding, and the funding and financing of local government. Most recently he has been heavily involved in three waters reform projects for both local and central government.
Stuart is regularly involved in providing advice to on infrastructure funding and feasibility, development and financial contributions, fees and charges, affordability and financial strategies and policies.
